Burhanuddin dinilai menuding Komisi Pemilihan Umum (KPU) salah, kalau hasil real count (hitung sebenarnya) tidak sesuai Business Plan Timeline (hitung cepat).

Namun peneliti Lingkaran Survei Indonesia (LSI) Adjie Alfaraby menilai, pernyataan Burhanuddin memang sangat tepat. Sayang, pernyataan tersebut tidak disampaikan pada waktu yang tepat.

"Apa yang disampaikan (Burhanuddin) sangat tepat, tapi momentumnya tidak tepat," kata Adjie di kantornya, Jakarta, Kamis (17/7/2014).

Menurut Adjie, pernyataan dan keputusan Direktur Indikator Politik itu sudah tepat. Karena quick count sudah berkali-kali membuktikan hasilnya tak jauh berbeda dengan real count KPU.

"Sudah ratusan kali quick count dilaksanakan. Hasilnya pun dapat dilihat mirip dengan real count KPU," ujarnya.

Adjie menjelaskan, quick count berbeda dengan survei. Survei menggunakan multistage random sampling atau sampel acak berjenjang. Artinya, ada jenjang yang harus dilalui.

Sedangkan quick count, kata Adjie, tidak menggunakan tahap multistage random sampling. Hasil yang ada di TPS dilaporkan langsung dan masuk server data pusat.

"Sehingga hasilnya sangat kredibel. Kita tidak bisa memungkiri, KPU masih menggunakan tahapan berjenjang. Ini yang membuat masyarakat curiga banyak terjadi kecurangan," ungkap dia.

Jika nanti terjadi perbedaan antara hasi quick count dengan keputusan KPU, lanjut Adjie, biarkan masalah itu diselesaikan di Mahkamah Konstitusi (MK).

"Harus dikatakan hasil resmi harus menunggu hasil KPU. Kalau beda, KPU dengan quick count mungkin bisa dibawa ke MK, tapi itu bukan urusan lembaga survei," jelas Adjie.

"Sekali lagi kita sampaikan, Burhan tepat, bukan pada pernyataan curangnya. Tapi hasil quick count-nya tepat," tandas Adjie. (Mut)
